Why do some people avoid making eye contact when you speak?

I heard that when someone lie you will avoid making eye contact.
But in other cases, there are some people who just never make eye contact when they speak that moment.
I don't know why. It may be because of their inner factor.
And I think they may be shy, so they sneak out.

I think there are two cases.
First, they are shy to speak with someone
such as someone you fall in love.
Second, you won't have eye contact when you lie.
You will afraid of someone you lie to them so you don't look at them in straight way.

I personally don't like it because: First of all, it's just not a thing that comes naturally. I never had the urge to look into anyone's eyes, it's just not a thing that I do. Second, eye contact is so "exhausting" that it makes me forget everything else, and I can't follow or memorize conversations properly anymore. It feels a bit like "soul rape" as someone is staring directly into my brain which is very unnatural and unpleasant.

If they avoid making eye contact, we can guess that they are telling something that isn’t true,
or they are lying. Because the people who don’t make an eye contact to others often are
the thieves who have something secret and don’t want to be arrested, so they lie to the police.
However, some of them aren’t the thieves, but they just shy when somebody looks into their eyes.
Especially if that person is someone they love, they will be extremely shy and can’t make an eye contact.

Usually people avoid making eye contact with you when they are lying to you.
People will avoid eye contact when they are not confident too.
If someone likes you they may not look you in the eye as well.

I agree whit N'Oa, It is true that some people can't make eye contact when they lie. Some people are just very shy or socially awkward and feel overwhelmed so they don't make eye contact. In some cultures it is considered very disrespectful for women or subordinates to look parents/authority in the eye.
