How can you be fluent in English?

There are eight steps to be fluent in English as follows
1. Don't just read, mark every word you don't understand and find its meaning
2.Form sentences with every new word you learn, and most importantly try and make use of them when conversing. Practice to speak with others in English.
3.Don't be embarrassed when someone points out a mistake. In fact, learn from it.
4. For adults, the most effective way to learn & develop English is through a favorite subject only. Training programs using Content Based Instruction is the latest technique in learning a language. 'Espoir Smart English through' series is an effective tool to enhance English communication.
5.Confidence is the key to success, so don't hesitate to make use of the new language you learn. After all, you learn to apply.

I don't know how can I be fluent in English but these are some suggestions to improve my skill.

To tell the truth, I hated English when I was young because I was very shy and stupid but there was a turning point. I thought that I have to change something in my life. I had an inspiration to learn English who was my favorite English footballer, Joe Cole. I started to read English news about him and listened to his interview in English (It's British English which really hard for me to understand ). Beside that, I listened to music and practiced in front of the mirror. It took a long time for me to understand some English but it helped a lot.Now I dare to speak with the people from other countries.

The point is don't be scared to speak English with the native speakers or people from other countries and never stop practice. I'm sure one day I'll be fluent. Cheers !!

Be fluent in english is really important for english teacher like us.  
English being the most common language, ironically has the most common mistakes leading to broken English.
I have some steps to develop fluency in english.
1) You can look for videos of famous personalities online or american movies.
2) Practice Speaking what you hear!It is normal for babies and children to learn speaking first and become fluent.
3) You need to surround yourself with English.
You can do this by making rules with your existing friends that you will only speak English.
Following these steps can help you  be fluent in English.

I have some advice from the internet .In order to imprint words on your memory and also to feel comfortable about pronouncing them at a moment's notice, it is necessary to practise vocabulary a number of times.

1. Decide which constructions and vocabulary are ideal for you to learn. (Be discerning, because you cannot learn everything.) Choose about ten new words per day to practise.

2. Practise them until you are word-perfect. Then use them in real situations by incorporating them into conversations with as many people as possible (at least six times each word or construction, but more if possible). The more you manage to use them in conversation, the more readily you will be able to say them fluently in the future.

REMEMBER: Fluency in English is accuracy with good pronunciation - not speed.
From a learner's point of view, the problem with English is that it is too rich in constructions and vocabulary, ie: There are numerous words and constructions which have similar meanings. Mistakes occur when students remember half of one construction and half of another; they end up with a hotch-potch which is at best "incorrect but understandable" and at worst "nonsense".
